Activation and Social Protection: focusing on the Unemployment Assurance and Social Assistance in Denmark

Abstract
This study has for the purpose of, understanding, through the analysis of the unemployment assurance and social assistance in Denmark, the concept of activation which is considered as important in the combination of employment protection and social protection. The findings of this study are as follows. First, the activation policy in the domain of social protection in Denmark is located at heart of the Danish employment system known as the golden triangle model of flexicurity. Specifically, activation policies is coming to a positive function as a connection mechanism between generous unemployment compensation benefits and active labor market program. Second, the Danish activation policies which is presented in the unemployment assurance and social assistance maintains strong degree of comprehensiveness. All unemployment insurance recipients are considered as the potential target group of active measures, and youth groups and the disabled population are included in the social assistance coverage. Third, the activation measures applied by default to the country¡¯s substantial rights and obligations between individuals and State based on mutual respect, and are specifically set forth through the legal provisions. Sanctions act as an intermediary to encourage participation in the program and incentive schemes are being implemented at the same time. Forth, as the characteristics of the State role in the employability of the individual, this studies find clear division of roles between the central government and local governments with regard to program implementation. Finally, this study purposes, as the policy implication, the institutional measures and infrastructure enabled the activation measures, the need for discussion associated with the introduction of the concept of activation period, improvement of benefits levels and the continuous extension of coverage for activation measures.
